10 questions to ask before hiring an Upwork lead generation agency

10 questions to ask before hiring an Upwork lead generation agency

Most Upwork lead generation agencies sound the same on a sales call. These 10 questions show you the difference in about 20 minutes. Each one comes with what a good answer sounds like, the red flag to listen for, and a follow-up question that separates the agencies who do the work from the ones who just say the right things.

The same questions work whether you are comparing an Upwork bidding agency, a freelance bidder or a full Upwork bidding service. We run an Upwork lead generation agency ourselves, so we have a stake in this. That is also why we wrote it. Agencies that cut corners make it harder for everyone, and an informed buyer is the best client to have. Use the list on us too.

The 10 questions at a glance

  1. Do you bid from my account or your own?
  2. Who pays for Connects and boosts?
  3. What will I see each week?
  4. Who writes the proposals, and are they templated?
  5. How do you decide which jobs to bid on?
  6. How do you protect my Job Success Score?
  7. What hours do you bid in?
  8. What counts as a lead?
  9. Is this within Upwork’s Terms of Service?
  10. What is your own Upwork track record?
Key takeaways
  • The single most important question is whose account the bids go out from. It should always be yours.
  • Ask to see three real cover letters. Templates show up immediately.
  • Agree on what counts as a lead before you agree on any targets.
  • An agency selling Upwork results should have its own Upwork profile you can check.

10 questions to ask an Upwork lead generation agency

We have grouped them into three themes. Control is about who owns your account and your pipeline. Quality is about what actually gets sent. Proof is about whether the agency can back up what it says.

ControlWho owns the account, the budget and the data
01

Do you bid from my account or your own?

This decides whose business grows. Every proposal sent from your profile builds your reviews, your history and your visibility in Upwork search. Proposals sent from an agency’s own profile build theirs, and the work gets handed to you afterwards.

Good answerFrom your account, under your direction, written in your voice.
Red flagFrom the agency’s profile, with contracts passed on to you later.
Follow-up: “If we stop working together, what stays with me?” The answer should be: everything.
02

Who pays for Connects and boosts?

Connects are a real cost on top of the agency fee, and boosted proposals multiply it. Upwork explains how they work in its Connects help guide. You should know exactly who buys them, how many get spent, and who decides when a job is worth boosting.

Good answerConnects are bought in your account, and every one is spent on a job that has passed a fit check.
Red flagConnects bundled into a vague fee with no reporting on spend.
Follow-up: “How many Connects did you spend per reply for a client like me last month?”
03

What will I see each week?

Outsourcing bidding should not mean losing sight of your own pipeline. You need to be able to check any proposal, any time.

Good answerEvery proposal sent, viewed, replied to and hired, in your account and in a shared report.
Red flagA monthly summary with totals and no proposal-level detail.
Follow-up: “Can I see a real report you send a current client, with names removed?”
QualityWhat actually goes out in your name
04

Who writes the proposals, and are they templated?

Upwork proposal writing is where most outsourced bidding falls down. Clients read dozens of proposals for every job, and the ones that get replies speak to that client’s problem in the first two lines. Templates are easy to spot and easy to skip.

Good answerA person writes each cover letter for that specific job, in your voice.
Red flag“We have a proven template,” or a refusal to show samples.
Follow-up: “Show me three real cover letters you sent this week for different jobs.”
05

How do you decide which jobs to bid on?

Every application costs Connects. Volume without filtering burns budget and fills your pipeline with clients who were never going to be a fit.

Good answerClear filters on budget, client history and fit with your skills and rate, agreed with you upfront.
Red flag“We apply to everything in your category.”
Follow-up: “What kind of job would you skip for me, even if it looks relevant?”
06

How do you protect my Job Success Score?

Your Job Success Score is built from the contracts you win and how they end. Bidding on poor-fit jobs leads to poor-fit contracts, and those are what drag a score down.

Good answerA fit check before every bid, and a willingness to say no to more jobs than they bid on.
Red flagNo mention of JSS until you raise it.
Follow-up: “What percentage of jobs you review do you actually bid on?”
07

What hours do you bid in?

Early proposals tend to get read first. If your buyers are in the US or UK, the bidding has to happen during their working day, not yours.

Good answerShifts that cover your buyers’ time zones.
Red flagOne team in one time zone, with proposals going out hours after jobs go live.
Follow-up: “What is your average time from job posted to proposal sent?” Ask this whether you outsource Upwork bidding to an agency or hire an Upwork bidder directly.
A good agency says no to more jobs than it bids on. Ask how many they skip, not just how many they send.
ProofWhether they can back it up
08

What counts as a lead?

Agencies report very different numbers depending on what they count. Agree on the definition before you agree on any targets, or the reports will always look better than your calendar.

Good answerA genuine reply from a prospect that opens a conversation. Not views, bounces, auto-replies or rejections.
Red flagProposal views or “impressions” reported as leads.
Follow-up: “How many of last month’s leads turned into a call?”
09

Is this within Upwork’s Terms of Service?

Your account is the asset, and Upwork’s Terms of Service are what keep it safe. Anything that puts it at risk is not worth the extra proposals, however good the numbers look in month one.

Good answerYes, with a clear explanation: no bots, no auto-bidding scripts, proposals sent under your direction.
Red flagAuto-bidding tools, or “Upwork never checks.”
Follow-up: “Have any of your clients’ accounts ever been flagged? What happened?”
10

What is your own Upwork track record?

An agency that sells Upwork results should be able to show its own. A public profile is hard to fake. Screenshots are not.

Good answerA public profile you can check: years on the platform, Job Success Score, badges and reviews.
Red flagNo profile to show, or only screenshots.
Follow-up: “Can I speak to a current client in a similar niche?”

Upwork agency red flags at a glance

If you hear any of these on a call, slow down. One on its own may be fixable. Three or more usually means the agency is optimising for its own numbers, not your pipeline.

  • Bids go out from the agency’s profile, not yours
  • “We use a proven proposal template”
  • Proposal views reported as leads
  • Connects spend hidden inside a flat fee
  • Auto-bidding tools or scripts
  • No public Upwork profile of their own

What a good first month looks like

Once you have picked an agency, this is roughly what the first few weeks should feel like. If it is very different, ask why.

Day 0: strategy call

Your services, ideal clients, rate and the jobs you want to avoid.

Days 1 to 5: setup

A profile review, job filters agreed, Connects plan set and a job feed switched on.

Week 1: first proposals

Cover letters start going out. You should be able to read every one.

Weeks 2 to 4: tuning

Filters and messaging get adjusted based on what gets viewed and replied to.

End of month 1: review

Proposals sent, viewed, replied and hired, and what changes next month.

Is an agency right for you?

An Upwork lead generation agency makes sense when

  • Proposal writing is eating into billable work
  • Your buyers are in time zones you cannot cover
  • You know what converts and want more of it
  • Your project values comfortably cover the fee

Bid yourself for now when

  • Your calendar still has room
  • You are still learning what wins on Upwork
  • Your buyers rarely post jobs there
  • Your projects are too small to cover the fee

We cover the trade-off in more depth in outsource, hire in-house, or do it yourself, and when Upwork is the wrong channel explains how to tell if your buyers are there at all.

Take the questions to your next call

Common questions

How much does an Upwork lead generation agency cost?

Pricing varies by volume and scope. Ours starts at $400/month, and Connects are a separate cost paid in your own account. Our breakdown of the cost to win a client on Upwork shows what to budget.

How long before an agency starts bidding?

A good agency should be sending proposals within a week. We go from sign-up to first proposals in under a week.

Will clients know an agency is bidding for me?

Proposals go out from your account, written in your voice, and you take every call. To the client, it is your business they are talking to.

Is it safe to give an agency access to my Upwork account?

It is safe when the agency works within Upwork’s Terms of Service, uses no bots, and gives you full visibility into everything sent. Questions 1, 3 and 9 above are the ones to press on.

Should I use a bidding tool instead of an agency?

A tool finds jobs and drafts proposals, but you still review and send them. An agency does the whole job. If you have the time, a tool can work. If time is the constraint, an agency is the better fit.
