What It Actually Costs to Win a Client on Upwork
The honest answer: Connects are the cheapest part. At $0.15 each, a month of steady bidding costs most agencies less than a single billable hour. The real cost is the time spent writing proposals and the opportunity cost of the work that time displaces, and neither shows up on your Upwork invoice.
Most cost-per-hire calculators only count Connects, which is why their numbers look reassuring and your month doesn’t. Here is the full picture.
What Connects actually cost
Upwork sells Connects at $0.15 each. There is no fixed price per proposal. Upwork states the number required “varies per job and can change during the time the job is posted.” In practice, smaller postings sit at the low end and larger-budget or enterprise jobs cost several times more. Boosting a proposal adds Connects on top of the base cost.
The part that matters most is the refund policy, because it is narrower than people assume. Upwork returns Connects in exactly two situations:
- The client cancels the project before any contract is made
- Upwork removes the posting for violating its Terms of Service
That is the complete list. If the client hires someone else, if the job quietly expires, or if you withdraw, the Connects are gone. Every proposal you lose is spend you do not get back, which means your cost per client is driven by your win rate far more than by your Connect price.
The maths, worked
Take an agency sending 40 proposals a month at an average of 6 Connects each. The example below uses round numbers to show the shape of the calculation. Substitute your own.

Connects are 4% of that number. Time is 96%. Any decision you make by looking at Connect spend alone is being made on 4% of the data.
Note also what happens when the win rate moves. At two contracts a month the cost per client is $418; at four it is $209. Doubling reply rate halves acquisition cost, while doubling proposal volume roughly doubles the time cost and leaves cost per client where it started.
Why reply rate is the lever, not volume
This is the counter-intuitive part for most agencies. More proposals feels like progress because the activity is visible. But volume scales your costs linearly while doing nothing for your conversion, and past a point it actively hurts, because the only way to send more in the same hours is to personalise less.
Targeting is what moves the number. Applying to fewer, better-matched jobs with a proposal that references the actual posting outperforms high-volume templated bidding by a wide margin. What this means if you’re deciding whether to outsource
Run your own version of the table above before you talk to anyone, including us. If your time cost is small, you are early, your calendar is open, billable work is not being displaced, then bidding yourself is genuinely the right answer and no service will beat it on economics.
The calculation changes when proposal writing starts eating hours you would otherwise bill. At that point the question is no longer “what do Connects cost” but “what is this time worth”, and that is a different decision with a different answer.
